Who we are

Tri-State Vein is your complete varicose vein treatment center. The center opened January 2011, but Dr. Jenkins has been serving the tri-state area for the past 16 years.

General Information

Approximately 25 million people in the United States suffer from superficial venous reflux disease. Traditionally, patients diagnosed with venous reflux would undergo vein stripping surgery. Now, patients can be treated with a minimally invasive and more comfortable alternative to painful vein stripping surgery.


Joseph T. Jenkins, M.D., F.A.C.S.

Dr. Jenkins, a native of Dubuque, attended the University of Iowa, School of Medicine earning his MD in 1984. His first year of surgical training was completed at Walter Reed Army Medical Center, Washington, DC. For the next 3 years he was a general medical officer in Darmstadt, Germany. In 1988, he returned to the University of Iowa to complete a residency in general surgery. Dr. Jenkins spent the following year fulfilling his military obligation at Ft. Leonard Wood, MO. In July 1994, he returned to Dubuque and practiced as a general surgeon with Dubuque Surgery, PC.

On January 3, 2011, Dr. Jenkins opened the Tri-State Vein Center, PC. His practice is now limited to treatment of patients with varicose veins and venous reflux. Dr. Jenkins is a diplomate of the American Board of Venous & Lymphatic Medicine. He also continues to provide surgical care for individuals needing hemodialysis access due to kidney failure.

Tri-State Vein Center, P.C.

Tri-State Vein Center, P.C., located in Dubuque, Iowa, has been granted a three-year term of accreditation in Vascular Testing in the areas of Peripheral Venous Testing by the Inter-societal Accreditation Commission.

Accreditation by the commission means the center has undergone a thorough review of its operational and technical components by a panel of experts. The commission grants accreditation only to those facilities that are found to be providing quality patient care, in compliance with national standards through a comprehensive case study review.


Dr. Jenkins and the staff at the Tri-State Vein Center are committed to providing the best possible vein care available. That drive to provide quality has led to the center becoming the first Intersocietal Accreditation Commission (IAC) accredited Vein Center in the state of Iowa in January 2016. The IAC accreditation program is a “Seal of Approval” patients and healthcare providers can count on. An accredited center has gone through a rigorous evaluation of the day to day operations of the practice related to the performance and management of venous disorders. Applications for vein center accreditation are reviewed by a panel of experts. Only those facilities that are found providing quality patient care in accordance to the IAC Vein Center Standards are granted this designation. The IAC Vein Center accreditation program is widely respected within the medical community. Some of the sponsoring national medical societies include the American College of Phlebology (ACP), American Venous Forum (AVF), American Academy of Dermatology (AAD), American College of Surgeons (ACS), and the Society of Interventional Radiology (SIR).

Dr. Jenkins genuinely strives to provide quality care for each and every patient presenting to the Tri-State Vein Center. To show his commitment, in 2013 he became a diplomate of the American Board of Venous and Lymphatic Medicine (ABVLM). Diplomates of the board have passed the most comprehensive examination of knowledge in venous disease available today. This is strictly a voluntary program that requires ongoing educational requirements showing a physician’s continued knowledge of and commitment to venous and lymphatic medicine. The ABVLM currently has approximately 750 certified physicians.
